Rule 139
Discussion on annual estimates of revenue and expenditure
(1) Before the Minister of Finance submits a proposal for permission to present a financial bill in the meeting, the Speaker shall, in consultation with the Prime Minister or any other minister designated by him in his absence, set a day and time period for general discussion on the annual estimates of revenue and expenditure.
(2) A general discussion will be held on the annual estimate of revenue and expenditure within the specified day and time period according to sub-rule (1).
(3) The discussion as per sub-rule (2) shall be started with the statement of the Minister of Finance and the questions raised in the discussion shall be answered by the Minister of Finance at the end of the discussion.
